Patrick Krause

Deputy Managing Director

Head of Health Policy and Financing

 

Mr. Krause is a Senior Project Manager and Consultant with 12 years experience working for NGOs, bilateral development agencies and private consulting firms. He holds a Masters in Sociology and Development Studies and is specialised in the areas of social security, health care financing mechanisms and health systems management. Presently, Mr. Krause heads the Area of Health Policy and Financing. He is responsible for the implementation of strategic objectives including project acquisition and business development, project management, short-term assignments to provide technical expertise and backstopping, and the development of product areas. His previous experience includes Team Leader positions in Turkey and Russia for EU funded projects with central and provincial health care authorities, research institutes and NGOs.

 



Gary Asperas

Project Manager

 

Mr. Asperas, an Erasmus Mundus Scholarship recipient, holds a European Masters degree in International Health. He attended programmes at Queen Margaret University in Edinburgh, the University of Copenhagen and the Royal Tropical Institute in Amsterdam, specialising in health policy and health systems management.  Mr. Asperas has been involved in several community financing projects in the Philippines and has a broad experience in social health insurance, community health development and health systems management.  Prior to joining EPOS, Mr. Asperas worked as project manager and technical developer to a German-funded rural-based health insurance programme where he was engaged in local health system development and synergising local and national insurance schemes.

 



Cezara Ciorici

Project Coordinator

 

Ms. Ciorici holds a degree in International Economic Relations and is a certified translator for English, French, Romanian and Russian. She joined EPOS in 2003, working first as financial administrator for projects in Moldova and Romania, and presently she is responsible for business development and project management in Eastern Europe and Central Asia. Her areas of expertise include development, financial management and accounting.

 



Annefried Müller

Project Manager

 

Ms. Müller holds a degree in Southeast Asian Studies, Indonesian and Business Administration. She specialises in health sector reform in Southeast Asia, provincial and district health in Indonesia and intercultural communication. Previously she held several internships with the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Technical Cooperation (GTZ) and FES, a German political foundation. On behalf of GTZ, she conducted a study on the impacts of decentralization on the health sector in Eastern Indonesia.

 



Bart Smet

Senior Consultant and Project Manager

 

Mr. Smet is a senior health consultant and programme manager with more than 25 years of professional experience, of which 15 specifically within the context of development assistance. He holds a Masters in Clinical Psychology and a Masters in Health Economics. He has extensive experience in the key areas of health policy, health financing and PHC.  He has substantial knowledge of international development issues, such as aid harmonisation and aid effectiveness, Sector-Wide Approaches and sector support, and poverty reduction strategies (PRSP). In his previous position as Task Manager for health at the EU Delegations in Bosnia & Herzegovina (1999-02) and Indonesia (2002-05), Mr. Smet focused on programme planning and management, monitoring and evaluation, design of appropriate indicators and strengthening the governments’ monitoring capacity.
